The Human Resources Manager reports directly to the Director, Human Resources and acts as a partner to The University of Vermont Health Network Human Resources Team. The Human Resources Manager assumes the responsibility for the daily operations of the HR function locally. This position has broad knowledge of all HR functions with a strong understanding of labor relations activities and demonstrated expertise in analytical, problem-solving and communication skills. The Human Resources Manager will oversee the local HR team.
- Manage local HR team and workflows.
- Advises and Trains Leaders in Human Resources best practices and strategies. Oversees local HR team in providing this support to Organization departments.
- When appropriate supports and conducts investigations regarding workplace issues; supports HR Business Partners through workplace investigation process.
- Collaborates with legal counsel at necessary times to ensure all risk mitigation steps are carried out through workplace issues.
- Provides labor relations support, including but not limited to, data gathering and analysis in response to RFIs and negotiation preparation. Communication with the unions. Tracks and supports the grievance process. Assists in educating leadership about CBA management. Acts as internal Labor Relations advisor.
- Ensures all reporting and data requirements for department are upheld and that all data within HRIS remains accurate and consistent.
- Provides support and acts as key stakeholder in Union negotiations as part of Steering Committee.
- Oversee administration and maintenance of Porter Medical Center HR policy library and acts as liaison with University of Vermont Health Network teams to align Network HR policies.
- Partners with and coordinates alongside the talent acquisition team to support the PMC talent strategy.
- Assists with compensation management, employee benefits and performance evaluation & planning processes.
- Assists in the management of annual employee evaluation process and leads HR team with associated tasks.
- Provides training and development opportunities to Leaders and department staff members.
- Partner with The University of Vermont Health Network Centers of Excellence Teams to provide local support in areas of benefits, absence management, compensation, talent acquisition, DEI, Employee onboarding, and HRIS system maintenance.
- Oversee the HRIS function for the local HR department ensuring that the capabilities of Workday are understood and developed and that as a staff support function we are providing management with information to enhance their effectiveness. Ensure that all information in the system is accurate, up to date and fully developed.

EDUCATION/EXPERIENCE:
Bachelor’s degree, or equivalent education/experience.
Minimum of 5 years of experience in human resources with strong experience in labor relations.
PHR or SPHR certification preferred or attainment of certification within two years.
Workday experience a plus.
2 years of supervisory experience preferred.
